My guess is he's asking about the profile because he wants the "less rubber more rim" look for his Merc

 

Common practice will keep the proportions of the profile with his 19" rims

So it wouldn't matter if it's a 55 or 45, it would look the same because it's in relation to the tire tread which he would have to upsize accordingly

 

He could buy a speedo corrector and change the overall wheel and tire diameter, but I agree with you, he should ask the DMV what size tires he can fit with bigger 20" (or better yet 21") wheels and register them
