You can try and export certain cars from Italy. Not all cars are subject to the restrictions.
From my experience, the EU customs are aware of the fact that Italian title cars need a release form from the Italian ministry of transport. Fir example, the FIAT 500 (old) cannot be exported, and thus an attempt to export it form any other EU country will be blocked by the fact that you will have Italian papers. If you do not export it properly, you will find yourself breaking the law and still having to pay for yearly license fee and transport tax.
I had to sign a consent when exporting my OSCA MT-4 form Italy in 2006, that basically stated, that although the car is my property, it is the cultural and heritage property of the republic of Italy, and that I understand that if it is deemed necessary to have the republic recall this car for at its own discretion, I will be responsible to comply with that at my expanse. In reality, this never happens, so it’s a theoretical risk.
In May of this year im doing the 2010 Mille Miglia in the car, and i have no concerns about being allowed to import and export the car to and from Italy. They are friendly and understand and respect these cultural icons
